Vingroup Signs MoU with Telangana for USD 3 Billion Investment to Build Multi-Sector Ecosystem in India

Vingroup has signed a Memorandum of Understanding (MoU) with the Government of Telangana at the Telangana Rising Global Summit, marking a major step toward a proposed USD 3 billion investment in the state. The partnership aims to develop a large multi-sector ecosystem including smart urban development, electric mobility, healthcare, education, renewable energy, tourism, and charging infrastructure over approximately 2,500 hectares.

This collaboration is a significant milestone in Vingroup’s global expansion strategy and aligns with Telangana’s long-term socio-economic development vision.

Vingroup’s Multi-Sector Plan for Telangana

Under the MoU, Vingroup and the Telangana government will explore strategic opportunities across multiple sectors:

Smart Urban Development
Vingroup plans to develop the Vinhomes Smart City mega project over 1,080 hectares for approximately 200,000 residents. The development will include a mix of low-rise and high-rise zones, modern amenities, sustainable planning principles, and is expected to generate nearly 10,000 jobs.

Electric Mobility
The Group proposes to introduce India’s first large-scale electric taxi fleet through GSM using VinFast electric vehicles. Vingroup may also consider exploring EV manufacturing opportunities in the state.

Social Infrastructure
Across 70 hectares, Vingroup plans to build key facilities including Vinschool’s K-12 education system, Vinmec international multi-specialty hospitals, and the V-Green EV charging network.

Tourism and Entertainment
Through VinWonders, Vingroup aims to develop a 350-hectare entertainment destination featuring a theme park, zoo, and safari, strengthening Telangana’s tourism sector and creating substantial employment opportunities.

Renewable Energy
Vingroup’s energy arm, VinEnergo, proposes to set up a 500 MW solar power facility over 500 hectares, supplying clean electricity to urban regions, industrial zones, and the electric mobility ecosystem.

Infrastructure Development
The Group is also exploring participation in strategic connectivity infrastructure to boost regional integration and enable modern urban expansion.

Telangana Government Support
The state government will assist with land identification, project structuring, administrative coordination, master planning, and development of connecting infrastructure. Incentives aligned with state policies will also be considered to facilitate smooth implementation.

Statements from Key Leaders

Chief Minister Sri A. Revanth Reddy said that the USD 3 billion proposal is a strong endorsement of the Telangana Rising vision and the state’s focus on sustainable, green infrastructure. He emphasized that the partnership will help build a futuristic, net-zero city and introduce India’s first large-scale electric taxi fleet.

Industries Minister Sri D. Sridhar Babu added that Vingroup’s multi-sector investment demonstrates the strength of Telangana’s industrial policies, positioning the state as a gateway for Vietnamese and Southeast Asian companies entering India.

Special Chief Secretary Mr. Sanjay Kumar, IAS, highlighted Vingroup’s proven capabilities in urban development, electrified transport, and green infrastructure, expressing confidence that the collaboration will transform Telangana’s urban landscape.

Vingroup Asia and VinFast Asia CEO Mr. Pham Sanh Chau said that Telangana offers exceptional potential, and the company aims to create long-term value through large-scale infrastructure, mobility solutions, and sustainable development.
