Delhi Vehicle Entry Ban Explained: Vehicles Stopped at Borders

Delhi has rolled out some of its toughest vehicle restrictions yet as air pollution levels continue to remain a major concern during the winter season. With immediate effect, the national capital has tightened checks on both fuel access and vehicle entry, directly impacting daily commuters and outstation travellers alike.

The most noticeable change for motorists is the strict enforcement of the ‘No PUC, No Fuel’ policy. Under this rule, vehicles without a valid Pollution Under Control (PUC) certificate are not allowed to refuel at any petrol pump within Delhi. Fuel stations across the city have been instructed to deny petrol and diesel to non-compliant vehicles, making a valid PUC mandatory for refuelling.

To ensure effective implementation, authorities are using automatic number plate recognition cameras, audio alerts at fuel dispensing points, and on-ground monitoring by traffic police. If a vehicle is flagged for not having a valid PUC, fuel can be refused instantly. Violators may face fines of up to Rs 10,000, and repeated offences could even lead to vehicle seizure.

In addition to fuel restrictions, Delhi has also enforced a complete entry ban on non-BS-VI vehicles registered outside the city. From December 18 onwards, only BS-VI compliant vehicles are permitted to enter Delhi. This move effectively blocks older petrol and diesel vehicles built to BS-III and BS-IV emission norms from crossing into the capital from neighbouring states.

Officials have stated that older vehicles contribute disproportionately to harmful emissions, especially during peak winter months when pollution levels spike due to weather conditions and reduced dispersion. By limiting the movement of such vehicles and ensuring stricter emission compliance, the government aims to curb pollution at its source.

Motorists planning to drive within Delhi or enter the city are advised to check their vehicle’s emission standard and ensure their PUC certificate is valid and up to date. Failure to comply could result in denied fuel access, financial penalties, or being turned away at city borders.
